What is hoovering?

Can anyone point me to a definition of what hoovering is?  I keep reading this term but am not exactly sure what it is.

Hoovering is in the glossary in the Toolbox. Basically it refers to a hoover vacuum cleaner, a metaphor for when we try to break from a PD they try to "suck" us back in with any number of tricks or manipulations. I hope this helps.
