Adding Attachments?

This is a strange issue and I already tried the search function in an attempt to find an answer. I see a part at the bottom when posting that says 'Attachments and other options', but it does not offer a way to add anything. Is it like this for everyone, as I am assuming? If so, is there any chance of giving users the option to add attachments? I have never come across a forum without the function, making this quite puzzling. Any help would be greatly appreciated.
