How about this idea?

You brother gets groceries for him one week then you the next.  This way visits are now down to once every other week.  I don't understand why he needs you and your brother to fetch him groceries both in the same week.  I took my father grocery shopping once every other week.  He could walk to a local shop to get milk or bread if he needed it, but his big shop was once every other week.  He didn't go hungry.  In fact, he had multiples of many things.  If I had extra left overs I did bring him those.

Deliberately keeps food stocks in the fridge/freezer as low as possible. Its his big stick to force a visit.

Well, since you say he is so tight, tell him it is far more efficient to keep a freezer full rather than empty so it will keep his bills down. That should at least give you some entertainment as he considers the position!

Last night I went to the supermarket and bought him double what he wanted. £42. When I got there told him he jumped back and said "how much???? Oh dear oh dear oh dear" then pretented he had to sit down because he was in shock.

It does entertain me I've got to admit. This is the guy who just spent 1/2000th of his savings. He gets a pension and hes so tight he saves his pension. For what - who knows? The total is going up and up and up.

Yet STILL he won't spend money.

This was a good move.  Continue to do it until he refuses to pay.  Then tell him you won't be doing his shopping if he feels he doesn't need these supplies.
